Can using two sunscreen products diminish your level of sun protection?

I was just told that if I use a moisturizer with SPF on my face and a foundation with SPF at the same time, the sun protection factors work against each other and I end up with minimal sun protection. Can this be true? Looking for an informed answer, not a guess.

it will give you the protection of the lowest number that you use.
