Does it have shelter i.e. a warm, dry place to sleep out of the sun and rain? If you cannot look after this dog properly AND YOU CAN TELL THIS TO YOUR LOUSY DAD you best rehome her. Also they can have skin issues caused by food allergies or just skin allergies.
