Make an appointment with your family doctor, as soon as possible. They can schedule an appointment with a specialist and get you in sooner than YOU can call the specialist and get in, and in many places, you can only get into a specialist by being refered to them by a family physician, ER doctor, etc. They are probably going to refer you to a dermatologist, that is the Dr. that specialized in skin problems.

Make a note of somethings before you go to visit your family dr. When did you first notice this birthmark looking bump? Has the appearance of it changed since you first noticed it? Is there ( or has there been) any drainage ( clear fluid, pus looking fluid, or blood) coming out of it, ever! Is it painful ? If yes, when did you notice the pain starting?

Good Luck!
References :
I'm a nurse

Take my word for it, NOT the GP and probably not the dermatologist. Go directly to the plastic surgeon. Have the thing taken care of now, and have no scar. If you have a rash, go to the GP. If you have a weird persistent rash, the dermatologist. If you have to have something that need to be cut out, go to a plastic surgeon!
