Is sunscreen in makeup enough sun protection for my face?

Moisturizers with SPF in them make my sensitive skin break out. I wear a mineral powder foundation with SPF 15 in it. Is this enough protection or do I need more?

That is probably fine for really cloudy days but in the sun I think you need something higher. Try a sunscreen over top of your moisturizer, and then when that is absorbed you can put on your makeup. Also try products like aveeno they are very natural and I have similar problems with SPF moisturizers and aveeno doesn't make me break out.

    And remember to touch it up during the day.
    And wear like sunglasses to protect your eyes.

    this depends on two things firstly your skin type and secondly where you live, if you live in a sunny area and have pale skin then no it is not enough, you should use a higher factor on your face than you do on your body as it is more sensitive to sun, i would use a sun screen under your foundation just to be on the safe side,
